Declarations tend to affirm sovereign energy choices, criticize unilateral sanctions on energy trade, and endorse cooperation on efficiency, minerals, and climate finance. They do not publish a joint output target. Members that also belong to OPEC+ still make those production decisions in OPEC+ forums, not in a BRICS annex.
