The bank is the part that files articles of agreement.

Most BRICS “outcomes” are paragraphs. The New Development Bank is a treaty-based institution with a headquarters, a president, and a board. That is why it keeps showing up in declarations a decade later.

The Fortaleza Declaration (2014) established the New Development Bank. The bank is headquartered in Shanghai. Summit texts, including the 2025 Rio de Janeiro Declaration, continue to endorse the institution, support membership expansion, and — in that Rio text — record political support for the leadership of President Dilma Rousseff after a reappointment process described as receiving members’ support. Cite the declaration for that political fact. Do not invent a disbursement total, a green-bond figure, or a country-by-country loan ranking unless the bank’s own report is in the sentence.

NDB membership is not automatically identical to BRICS membership. The Rio text separately encourages interested BRICS countries to pursue NDB accession under the bank’s own strategy. Indonesia’s 2025 BRICS accession and any later NDB application are distinct legal tracks. When the bank publishes an accession, cite the bank. Until then, this desk will not merge the two lists.

Leaders describe the NDB as a development-finance tool for infrastructure and sustainable development and as a complement — not a declared replacement — to the World Bank. Local-currency lending is a stated aspiration in the political texts. Aspiration is not the same as a published share of the book.
